But their chances of finding another vehicle for the fight in the 1974 session seemed dubious. And their hopes of enacting an income tax cut, which they also tried unsuccessfully to attach to the debt ceiling measure, appeared to be slim, especially if economy moves upward in the second half of the year as the Nixon administration predicts. The liberals abandoned their fight on the debt limit bill Wednesday after falling far short in another attempt to impose cloture and cut off a filibuster against their riders to the bill. The Senate then passed the bill 58-37 and sent it to President Nixon, who is expected to sign it promptly in Moscow. The measure boosts the temporary debt limit to $495 billion through next March 31.

Unless it is signed by Sunday, the ceiling will drop to the permanent $400-billion figure, which would cause serious financial difficulties. The federal debt now is close to $475 billion. Chairman Russell B. Long, of the Senate Finance Committee told the liberals the House is working on two tax reform bills on which they could renew their battle when these reach the Senate. But one of these, a bill boosting levies on oil companies, is before the House Rules Committee, where its fate is uncertain.

The other, a broad tax-reform measure, still is under consideration in the Ways and Means Committee. sunshine Friday, high near 80. Dr.

Richard Wilbur, Lake Forest, an outspoken critic of the administration, was placed in nomination at the eleventh hour to run against Dr. Max H. Parrott of Portland, an AMA board member. Wilbur was dumped by the AMA leadership a few months ago after he apparently was slated to become the top staff officer at $100,000 a year. His friends, some of whom felt the got a raw deal, and others who are opposed to the administration, hope to spring an upset in the convention's closing session.

But the Board of Trustees is confident it can turn back the Wilbur threat just as it put down an attempt by 11 states to force AMA policy that would demand revocation of the Professional Standards Review Organization (PSRO) law. PSRO requires physicians to establish compulsory policing of each other's treatments from the standpoints of cost and quality and requires consumer representation on physicians' organizations to tor performance. Doctors would not be reimbursed for treatment of patients under Medicare and Medicaid if they did not comply with the legislation. An estimated 38 per cent of all Americans are convered under such programs. In a parlimentary maneuver, administration forces effectively cut off debate before it could begin.

They won by a 202-24 margin a motion to suspend bylaws and vote without discussion, on a committee report that opposed repeal and called for the continued co-operation with government.
