Press Sun-Bulletin Saturday, February 1 1, 1986 Freedom for Mandela tied to Soviets CAPE TOWN, South Africa (AP) President P. W. Botha proposed yesterday to release Nelson 1 Mandela on humanitarian grounds if the Soviet Union freed dissidents Andrei Sakharov and Anatoly Shcharansky and if Angola freed a captured South African commando. The proposal would free the guerrilla leader who, after 24 years in jail, remains the leading symbol of the black struggle against apartheid, South Africa's system of racial segregation, and two of the bestknown dissidents in the Soviet Union. In a speech opening Parliament, Botha said the deal should include the release of Capt.

Wynand du Toit, seized last year during a failed South African raid on U.S.-owned oil installations in Angola. There was no reaction from the Soviet Union or from Marxist Angola. Botha dealt mostly with his legislative plan to move away from apartheid. His Mandela proposal was added at the last minute. White business executives suffering the effects of foreign economic sanctions hailed Botha's vision of change.

In Washington, State Department spokesman Bernard Kalb welcomed Botha's suggestion that South Africa "has outgrown the outdated concept of apartheid" and is looking to a future in which the rights of individuals and the rule of law will prevail without regard to race. "We welcome the South African government's suggestion that it might release Nelson Mandela on humanitarian grounds," Kalb said. Black leaders said the white-led government again missed a chance to slow the lurch toward a wider black revolt. The black Anglican bishop of Johannesburg, Desmond Tutu, turned from watching Botha on television and said, "Big deal." Legislator indicted on sex charges UTICA (AP) State Assembly. man Richard Ruggiero, D-Utica, was arraigned yesterday on felony sexual abuse charges, Oneida County Assistant District Attorney Timothy Fitzgerald said.

Ruggiero pleaded innocent to one count of first-degree sexual abuse and two counts of attempted sexual abuse, and was released without bail. An Oneida County grand jury handed up the sealed indictment Wednesday, and it was opened yesterday at the arraignment. The assemblyman is scheduled to appear in court: again on Feb. 28, Fitzgerald said. If convicted on the most serious charge, a Class felony, he could face up to 7 years in prison and a fine of up to $5,000.

The state Public Officers Law also would remove Ruggiero as an assemblyman if he is convicted of a felony. Fitzgerald said Ruggiero is accused of forcibly touching a woman's breast on Jan. 3 in Utica. Harold S. Arnold of Owego Harold S.

Arnold, 85, of 132 Southside Owego, died Thursday evening, January 30, 1986 at Wilson Memorial Hospital. He is survived by his wife, Elizabeth 1 Clairece Arnold, at home; one son and daughter-in-law, Harold S. and Dawn Arnold, Nichols; seven grandchildren; four great dren; one half-brother, Paul Arnold, Conklin, and one half-sister, Thelma Gould, Binghamton. He was predeceased by his sister, Mildred Hoovel, Waterbury, Conn. Harold and Clairece celebrated their 66th wedding anniversary November 1, 1985.

He was a retired employee of the Village of Owego. He guarded the Ashokan Reservoir with the State Guard during World War I. During World War II, he served with the 604th Ordinance Battalion and the European Theatre. He was a member of the B.F.W. Owego Post 1371 and was a 64 year member of Friendship Lodge No.

153 F. A.M., Owego. Funeral services will be held at 3 p.m. Sunday, February 2, 1986 at the Estey Munroe Funeral Home, 15 Park Owego. The Rev.

Mary Hawrylishyn of Vestal Mary Hawrylishyn, 87, of 229 Kimble Vestal, passed away Wednesday, 1:10 p.m. at the Wilson Memorial Hospital. She is survived by two daughters, Pauline Harley, Vestal and Jennie Kage, Endicott; two granddaughters, Mrs. Thomas (Bonnie) Lacey, Binghamton and Mrs. John (Jenny) Ceccherelli, Manassas, one grandson, Robert and Margaret Kage, Endicott; two great-grandsons, Michael and Anthony Ceccherelli, Manassas, Va.

She was a member of the Northminister Presbyterian Church, Endwell. Private funeral services will be held at the convenience of the family. Byron of Johnson City Mrs. Ina P. Byron, 89, of 285 Deyo Hill Johnson City, died at 9:30 a.m. Friday at Our Lady of Lourdes Hospital. She was predeceased by her husband, James T.

Byron and by a daughter, Barbara Grogan. She is survived by three daughters, Miss Patricia Byron, Binghamton, Mrs. Robert (Sandra) Brown, Mercer, Pa. and Mrs. Eugene (Judith) Rau, Vista, three sons, James T.

Byron, Richardson, Texas, John W. Byron, Hyannis, Mass. and Robert W. Byron, Binghamton; 19 grandchildren; 15 greatgrandchildren. She was a member of Trinity Memorial Episcopal Church, Binghamton.

Funeral and interment services will be held Monday at 1:30 p.m. at Trinity Memorial Episcopal Church, corner of Main and Oak Streets, Binghamton. The Rev. H. Arthur Doersam, rector, will officiate.

George Diachuk of Binghamton George Diachuk, 66, of 10 Merrill Binghamton, died unexpectedly at 10:26 a.m. Friday, 1986, at his home. He is survived by his wife, Mrs. Anna Diachuk, Binghamton; a son and daughter-in-law, Mr. and Mrs.

Stefan (Doris) Diachuk, Johnson City; two daughters and sons-in-law, Mr. and Mrs. John (Maria) Terela, Vestal, Dr. and Mrs. Michael (Irene) Trociuk, Camillus, N.Y.; four grandchildren, Mark and Peter Terela, Vestal, Daniel and Roman Trociuk, Camillus; five brothers and two sisters residing in the Ukraine.

He was a member of Sacred Heart Ukrainian Catholic Church, Johnson City. He was a retired employee of Endicott Johnson Corporation with 23 years of service. "Phonse" McCormick, 76, of 380 Northeast 38th Pompano Beach, formerly of Johnson City, died January 15, 1986 in Florida. Mr. McCormick was the son of Ambrose and Ida McCormick, Binghamton. He is survived by his wife, Josephine McCormick, Pompano Beach; a daughter, Mary Jo Menhennett, Pompano Beach; two sons, Michael McCormick, Johnson City and Richard McCormick, Binghamton; one sister, Mary Backes, Albany, N.Y.; five grandchildren; several nephews and cousins. He was born in Hallstead, graduated from St.

Patrick's High School, Binghamton and of the University of Notre Dame and belonged to the Notre Dame Fifty Year Club. He was a retired employee of GAF Corporation. and Cornelia Dana Mead, Owego; his mother, Rose Mead, Owego; one brother, Joseph Mead, Owego; several cousins, nieces and nephews. He was born in Owego, June 25, 1919, son of Rose (Sauerbrey) Mead and the late Hulse Mead. He was chief of police in Owego for 22 years, a veteran of World War II, member of St. Patrick's Church, member of the following organizations: NYS Association of Chiefs of Police and former member of its Board of Governors; the International Assoc. of Chiefs of Police; the National and NYS Auctioneers charter member of Owego Lions Club and past president; life member of Owego Fire Department Croton Hose life member of VFW Post Flemingville Grange Pittsford Carriage Carriage Assoc.

of America; founder of the Tioga Transportation Museum in Flemingville; principal of Mead Sons Auctioneers which was founded in 1946; past president of the Tioga County Chamber of Commerce; patron of Stray Haven Animal Shelter; board of directors of Assoc. for Retarded Children. He also spear headed the effort of the Owego Lions Club to purchase the first bus to transport children in Cortland, Steuben, Tioga and Tompkins counties to the Cerebral Palsy and Handicapped Children Assoc. in Ithaca and was a member of its board of directors.
