Scotland Yard said it believed the same IRA gang that left a car-bomb on a street next to Harrods department store eight days ago was responsible for yesterday's blast, although no group immediately claimed responsibility. The first blast killed six people and wounded 95. The IRA said the attack had taken place without authorization and said such an attack would not happen again. Scotland Yard Commander William Hucklesby, head of the anti-terrorist squad, said yesterday's bomb was believed to have contained between one and three pounds of explosives. No warning was given before the blast, he said.

Initially a Scotland Yard press officer reported the bomb exploded in Oxford Street, but he later said it happened on Orchard Street, about 50 yards away. Hucklesby told the British domestic news agency Press Association that the blast was an Irish Republican Army threat to shoppers planning to go to the January sales starting Wednesday in the big stores on and around Oxford Street, London's main shopping thoroughfare. "The indications are that this is the continuation of the series of bombs we have had and I think this is a warning that the team placing the bombs is still there," he said. In addition to the Harrods bombing, the IRA claimed responsibility for a bomb blast at an army barracks at Woolwich in southeast London Dec. 10 that slightly injured four soldiers and a passer-by.

Philip Illsley, who has been camping on the sidewalk outside Selfridges department store on Oxford Street to ensure a place at the head of the queue when Wednesday's sales start, told reporters: "I was half asleep, lying on my camp bed, when there was an almighty bang. I flew up (ran up the street), but by the time I got to the scene about 100 yards away there were already a lot of police clearing the street." Police investigated "a second suspect device" found Christmas night on Portman Square several blocks away from Oxford Street but later cleared it, saying it was not an explosive, a Scotland Yard spokeswoman said. Police cordoned off the entire one-mile Oxford Street and surrounding streets as officers searched hundreds of department stores, shops, other buildings and garbage cans for any further bombs. The two injured people, who had been windowshopping yesterday when the bomb went off, were released from Central Middlesex Hospital after treatment of cuts and bruises, police said. Officers on Christmas leave were summoned back to help in the search.
