ALBANY (API The learlinir ranrlirlatM (or governor are already spending about half the money they raise on radio and television commercials, a percentage that is expected to increase as they pump millions of dollars into their race for the Executive Mansion. Financial reports made public yesterday by the state Board of Elections showed the Democratic Gov. Hugh Carey and Republican Assembly Minority Leader Perry Duryea had raised about 11.2 million each in theif campaigns, with most other candidates lagging far behind.

Hie same reports showed Carey paying his "political consultants," Garth Associates, $675,000, and Duryea shelled out 1453,000 to Bailey Deardourf f. The money includes not only fees for the "media wizards," but also the cost of producing and placing on the air television and radio commercials. Duryea and Carey have spent an additional $50,000 each on public opinion polls. The 30- and 60-secpnd spots are considered vital to a successful campaign in a state as heavily populated as New York, where it is impossible to meet a significant number of voters personally. Carey's challengers in the Democratic $253,201 in his race to become state comptroller, against $98,485 for Stephen Berger.

Most of the money came from traditional or predictable sources such as lobbyists, big business or labor unions. Carey's effort was boosted by a $300,000 loan guaranteed by such prominent businessmen as whiskey magnate Edgar Bronfman, financier Arthur Emil, builder Donald Trump, lawyer-lobbyist William Shea and union boss Anthony Scotto. Commerce Commissioner John Dyson and his family loaned another $35,000. In addition to such "fat cats" as real estate tycoon Harry Helmsley Page Airways owner James Wilmot and oilman Leon Hess the governor also had his sizeable staff to tap. The tithe this year, from commissioners on down, appeared to be $150 that amount came from Environmental Conservation Commissioner Peter Berle, Public Service Commissioner Karen Burstein, appointments secretary Judith Hope, state Operations Director Thomas Frey, Division for Youth Director Peter Edelman and dozens of other state officials.

Some 500 other individuals also chipped in $150. He loaned his own campaign $30,000, to become his own best friend.

The financial disparities were also great between the regular Democratic Party designees and their challengers for other statewide offices. Bronx Borough President Robert Abrams collected $386,643 to $19,885 for former Justice Dolores Den man of Buffalo, his opponent for the attorney general nomination. And New York City Comptroller Harrison Goldin raised committee at the union's annual summer meetings here. The Taylor Law which governs labor relations with the state's public workers, including teachers, provides that public employees be penalized two days of pay for each day they are on strike illegally.
