Ronald Stout, 51, of Drydcn was dead on arrival at Binghamton General Hospital after extended efforts at resuscitation at the Walters Avenue bowling establishment. Stout suffered an apparent heart attack as he delivered a ball at a two-pin leave on lane 6 midway in the second game.

He fell against the adjacent lane's foul-line detector and suffered a gash on his head. Stout had bowled a 204 in the first game, 39 pins higher than his average, as he and partner Lewis Sagcr Jr. of Harford Mills took the lead over Ken Delafield of Endicott and Gladys Wolf of Owego. Kevin Hartigan, a Brandywine employee, estimated that it was 45 minutes before other teams on the 4:30 p.m. sauad resumed their matches.

The same establishment had a scare in the tournament's qualifying round the previous week. But the bowler who had been revived by CPR treatment at Brandywine on that occasion was released from General Hospital two days later. His collapse was diagnosed as a gastro intestinal attack, Hartigan said. Counsel, 14-for-39 from the floor, made 12 of 15 free throws in the final quarter to defeat St. Anthony's, 52-47. OLGC meets the winner of tonight's St. Vincent's-Our Lady of Angels quarterfinal at 8 p.m. Sunday at Seton Catholic Central.

Jim Yoest scored 12 of his game-high 14 points from the foul line. In an East quarterfinal, St. Patrick's handled St. Stanislaus, 68-46. Basil Peyton scored 18 points and Joe Cunningham chipped in with 16 for the winners, who face the winner of tonight's St.

John's-St. Mary's quarterfinal. St. Patrick's used a zone press and made 18 steals. RUNNING Some of the winners in the Jewish Community Center Mid-Winter Run had something in common.

The rule is a result of the on-again, off-again NCAA stance on redshirting college freshmen. The NCAA banned the practice in 1980, when Villanti was a freshman, then reversed itself in 1982, permitting players to be redshirted for one season in which they practice with a team but don't lose any eligibility. Syracuse went through the same procedure last season with freshman tight end Dick Dino of Johnson City.

At last month's NCAA convention, delegates decided that players who participated in fewer than three games in 1980 or 1981 should be granted redshirt status retroactively. Villanti played in 1980 junior-varsity games against Hudson Valley Community College and a prep school, and missed playing in a third (which would have disqualified him from extra eligibility) only because the JV game against Colgate was canceled. NCAA approval is not automatic, but Syracuse head coach Dick MacPherson reportedly expects no hang-up in the 266-pound Villanti's case. While most colleges are not expected to have more than one or two players affected, Syracuse apparently may have five or six. They include linebacker Bernie King and defensive back Jim Gorzalski.

MacPherson will seek NCAA rulings before the start of spring practice March 12. "Basically, Steve is overjoyed," his father, John Villanti, said. "And it will mean that Syracuse's offensive line will be back almost intact. Even if Steve should be picked in the NFL draft this year, another season would give him the chance for much better credentials." Steve will lack six credits of graduation in business management after this semester and was planning to finish in the summer, the elder Villanti said. But if given another season's play, Steve will delay the needed classes until fall.

Villanti played very little as a sophomore, Mac-Pherson's first season, and was considering transfer. But he blossomed in 1982 and was a regular from the start last year, alternating with senior Matt Walker as MacPherson's play-carriers, and is considered a heady player. Villanti required arthroscopic knee surgery after the Rutgers game, but returned to the practice field within 15 days and was back in the lineup for the Orange's strong finish, including victories over Boston College and Wesl Virginia. JON KIMMEL, the Southern Tier's only player in the United States Football League last year, apparently will be its lone representative when the new season starts next weekend. While the Susquehanna Valley and Colgate graduate has survived his new Chicago Blitz club's cuts, three other Southern Tier Athletic Conference performers felt the ax linebacker Dave Wolf (Union-Endicott and Colgate) by the New Jersey Generals, linebacker Mike Gates (Vestal and U.

of Cincinnati) by the Oklahoma Outlaws and running backkick-return man Tom Bennett (U-E and C.W. Post) by the Pittsburgh Maulers. Kimmel was an outside-linebacker starter all last year for the last-place Arizona Wranglers, who in the off-season had almost a complete-roster trade with Chicago. The Blitz' 56-man roster for yesterday's exhibition against Denver has to be cut to 50 by tomorrow. Bennett's cut by Pittsburgh was the most recent to be announced, last weekend.

Gates was given only three days in the Outlaws' Hudson, camp, his mother, Helen Gates, said yesterday. Chicago will open the season next Sunday against the defending-champion Michigan Panthers in the suburban-Detroit Silverdome. Kimmel hasn't had to leave his off-season home during pre season drills because the Blitz trained in Scottsdale, Ariz. Kimmel is a geologist for Phelps-Dodge copper-mining company in Phoenix. TOM COUGHLIN, who has recruited throughout the Southern Tier as a Syracuse and Boston College assistant, has moved to the NFL Philadelphia Eagles as their receivers coach.

Coughlin, 37, was Doug Flutie's quarterback coach at Boston College after being Syracuse's offensive coordinator at the time of the Bill HurleyArt MonkJoe Morris unit. He moved to BC when Dick MacPherson replaced Frank Maloney at Syracuse, where he'd been a seven-year aide. He was head coach at Rochester Institute of Technology until it dropped its Division III program. His Southern Tier signings included Villanti, Ed Koban and Jamie Kimmel for Syracuse, and Delhi's Jeff Oliver for BC. The Waterloo native was a wing-back starter at Syracuse in the Larry Csonka-Floyd Little era.
