The program was started in the Owego-Apalachin School District in 1961 and included a reading and arithmetic program.

Otsemngo Consistory; Press Bureau Oneonta Plans are under way for a campaign to raise $22,500 for improvements at the 114-year-old Methodist Church in Otego. The drive will be directed by Dr. Paul N. Otto of the Department of Finance and Field Service, Division of National Missions of the Methodist Church. Dr.

Otto, whose home is in Ossining, will occupy the pulpit Sunday and agah on Palm Sunday, March 22, in connection with the campaign. HE WILL arrive in Otego tomorrow and remain through March 23, according to Mrs. Robert L. Groves of Otego, publicity chairman for the drive. Mrs.

Groves said yesterday the capital fund drive Is designed to create additional space at the building in Otego's Church Street, and for improvements in the sanctuary. "One of the proposals is to have a three-story addition to the present church," she "But we are not commited to any particular program." Mrs. Groves, who also teaches Sunday School and is secretary of the board, said the congregation numbers about 100 families. The Rev. Lavere Dodson is pastor.
