Mason III.) said today the 1946 congressional elections will be won by a "militant minority" if the customary 20.000,-000 "off-year" non-voters continue to shun the Mr. Mason said that about 55,000,000 of the 80,000,000 potential voters go to the polls in presidential elections, and that in off-years such as 1946, there are normally fewer than 35,000,000 votes. "The C. I. O. Political Action Committee," Mr. Mason said, "will get out every one of its qualified voters in 1946.

Today's primary polling will be in Illinois where the state's congressional delegation is divided. 11 Democrats and 15 Republicans.
