Lockheed supplies and integrates the avionics and mission systems, while Sikorsky supplies the craft's frame and controls. The Owego facility was designated a major site for development of a new VH-71 presidential helicopter until President Ba-rack Obama canceled the project in 2009 because of cost overruns that dated back to the Bush administration. A new proposal for a replacement presidential helicopter is in the works, with Sikorsky Aircraft and Lockheed Martin also teaming up for that project, according to Copter Continued from Page 1A "This is promising news, not only for our troops who rely on these aircraft, but also for our Lockheed workforce in Owego that will play an important role in the program," said Hanna, of Barneveld. Earlier in the week, acting Air Force Secretary Eric Fanning said he would be "hard-pressed" to imagine the new helicopter contract could be funded soon, the Air Force Times reported.

Sen. Charles Schumer, telephoned Defense Secretary Chuck Hagel on Thursday evening to urge him not to cancel Defense Department procurement plans for the helicopters. On Friday, the Air Force said it is "laying the groundwork" to award the new combat rescue helicopter contract in the second quarter of the 2014 federal fiscal year, which begins Jan. 1. "In response to our competitive combat rescue helicopter solicitation, we received one proposal," said spokesman Lt.

Col. Allen Herritage. "That offer from Sikorsky Aircraft Company has provided an acceptable technical solution, and we intend to award a contract based upon budget availability. The award is contingent on the outcome of the president's budget review process where (the hind," Sikorsky spokesman Frans Jurgens said. The HH-60G helicopter, developed by Sikorsky in the early 1980s, conducts search and rescue for downed pilots and crew members.

The helicopter is designed to perform 24 hours a day in hostile environments and marginal weather. An earlier Air Force proposal to replace the HH-60G was canceled in June 2009. The Air Force contract will continue a cooperative effort between Sikorsky and Lockheed that has existed for more than 30 years, since the team won the contract for the Light Airborne Multipurpose copter a sub-hunting aircraft. Endicott made Johnson his partner in 1899, renaming the business Endicott Johnson and employing close to 10,000 people in eight factories around the county. Scanlon visited those factories often while growing up. During a tour of the tannery, walking across a catwalk above vats of acid that removed the hair from leather hides, the acrid fumes nearly caused her to pass out, she recalled. She plugged her nose to avoid the stinging stench.

But Grandpa was not amused. "He turned around and saw me and said, 'Young lady, take your fingers off your nose that's your bread and Scanlon recalled. That served as a lesson ensure workers could spend time with their families. He gave employees' children shoes and a jackknife, and even covered hospital bills. He preferred to ride a horse and buggy, but hated the idea of showing it off, Scanlon recalled.

"He would walk several blocks to the factory every day because he wanted to be just like the workers," she said. "He was a rare kind of businessman at the time." Scanlon's mother was Johnson's daughter, Lillian, the only child he had with his second wife, Mary Ann McGlone. Scanlon and her 85-year-old cousin Harry Collingwood, who lives in Massachusetts, are the last of Johnson's direct descendants. Scanlon humbly accepted her role, also hoping it serves as a tribute to the foundation her grandfather helped lay down in the Greater Binghamton community at the dawn of the 20th century. "Here was a man with a sixth-grade education helping build a community," Scanlon said. "So many people coming off the boat couldn't speak English, but knew to say 'Which Way He offered a job for everybody." After working in the shoe manufacturing business for 10 years in his home state of Massachusetts, Johnson accepted a position in 1881 as a supervisor at Henry Endicott's 'fjtfvai tinning, tl "1 Inl Legacy Continued from Page 1A because they worked hard." When Endicott's annual Holiday Parade kicks off Dec. 7 on Washington Avenue, Scanlon will make her debut as the parade's grand marshal, a newly minted role for the village's longtime holiday tradition. Santa Claus will anchor the end of the parade, but to lead off, organizers chose Scanlon as someone who embodied Endicott's history.

"I'd like people to be reminded of Endicott in its grassroots time, when it prospered, and know it can prosper again," said Darlene Leonard, parade chairwoman and an Endicott resident. i it ,1, Sweet Lake in Windsor that her parents purchased in the 1950s in an approximately 200-year-old farmhouse restored and expanded over the years. A mother to six, a grandmother of 13 and a great-grandmother to 10, Scanlon enjoys all opportunities to pass along her grandfather's story. "The Triple Cities wouldn't be what they are without him," she said.
