(AP) -The -The driver driver of a bus that hit a guard rail, struck three cars and plunged off a mountain road, killing three persons and injuring more than SO others yesterday, blamed the accident on a brake failure. ,William Floyd Davis, 29, of Charlotte said he lost power in the brakes and couldn't get the vehicle into a lower gear. He was charged with death by vehicle, police said. Three members of a South Carolina family were killed in one of the cars and several persons suffered injuries, pe dead were identified as Jamie Brown, 41, his wife, Elsa, 38, and their son, David, 17, all of Startex, S.C. The Highway Patrol said the Browns' daughter, Sylvia, 18, was hospitalized. Two Trailways buses chartered by a Charlotte women's club were on the way from Gatlinburg, Tenn., to Cherokee Cherokee when the first one stopped, according according to the women, because the brakes were running hot. "Michelle Blake, 24, who was riding in the second bus, said after the buses began rolling again, the first bus moved faster and she saw something smoking.
